Job Overview

Lead and manage the end-to-end wireless new site rollout & construction program in the Philippines, including site acquisition, site design, civil works, equipment installation, integration, testing, acceptance and handover. Ensure projects are delivered on time, within budget, high quality and in compliance with local regulations requirements.

Job description

1. Project Planning & Overall Management

Develop detailed rollout plan, construction schedule, resource plan and budget for wireless new site projects.

Monitor progress, identify risks and delays, implement corrective actions to ensure on-time delivery.

Manage project documentation: daily/weekly/monthly reports, site logs, BOM, as-built drawings, handover documents.

2. Site & Stakeholder Coordination

Coordinate with internal teams: design, procurement, transport, core network, transmission, commissioning, optimization.

Liaise with external parties: site owners, local government, permits authorities, vendors, contractors, power and telecom utilities.

Manage permits application and approval (construction, environmental, power, municipal permits).

3. Vendor & Contractor Management

Supervise civil, electrical, tower, installation and commissioning contractors.

Conduct site inspection, quality control, safety supervision and progress review.

Manage contractor performance, payment verification, claims and variation orders.

4. Site Construction & Implementation

Oversee full new site construction: site clearing, foundation, tower/antenna installation, shelter/building, power supply, grounding, HVAC, equipment installation.

Ensure compliance with technical specifications, safety standards, local laws and client requirements.

Support site troubleshooting, material shortage resolution, rework and quality improvement.

5. Acceptance & Handover

Organize pre-test, integration test, drive test, final acceptance and commercial handover.

Ensure all sites meet KPIs and are formally accepted by customer/operator.

6. Cost & Quality Control

Control project cost, avoid waste and unnecessary expenses.

Implement quality management system and safety policy to reduce accidents and rework.

Job Requirements

1. Education & Professional Background

Bachelor's degree or above in Telecommunications, Electronic Engineering, Civil Engineering, Project Management or related field.

2. Work Experience

Minimum 3 years working experience as Rollout Manager / Project Manager in wireless telecommunication.

Proven track record in new site build (4G/5G) for telecom operators or vendors in Philippines or Southeast Asia.

Hands-on experience in end-to-end site rollout: planning, civil works, installation, integration, acceptance.

3. Technical Knowledge

Deep understanding of wireless access network: BTS/gNodeB, antenna, RRU, power system, grounding, transmission, tower & shelter.

Familiar with site design, construction specifications, installation and commissioning process.

Knowledge of local construction regulations, safety standards and permit process in the Philippines.

4. Project & Management Capability

Strong project planning, scheduling, risk management and problem-solving skills.

Ability to manage multiple sites and contractors simultaneously under tight deadlines.

Good cost control and budget management ability.

5. Language & Communication

Fluent in English (written and spoken); local dialect (Tagalog/Cebuano) is a strong advantage.

Excellent communication, negotiation and presentation skills with government, landlords, vendors and internal teams.

6. Other Competencies

Willing to travel frequently across the Philippines and work on-site.

Strong sense of responsibility, result-oriented, able to work under pressure.

Legal right to work in the Philippines.

Preferred Qualifications

1.Experience in Globe, PLDT, or DITO dismantle projects.

2.Professional certification (PMP, Prince2, Construction Management) is a strong plus.
